Implemented Targeted Multi-Stage Input Inspection

Implemented a staged inspection process that avoids applying expensive analysis uniformly across an entire input. Lightweight observation and evidence analysis first narrow the candidate regions, after which deeper inspection is applied only where needed.

The inspection flow combines rule- and pattern-based checks with structural probing when appropriate, while budget controls prevent deeper analysis from expanding unnecessarily across the full input.

This established the deeper-inspection foundation required to integrate long and mixed input processing into the Scanner Runtime.
