Integrated and Verified Scanner Runtime for Long and Mixed Input

Updated long and mixed-input processing by integrating evidence analysis and targeted deeper inspection into the Scanner Runtime.

Verification was performed across multiple input types, including Code, JSON, XML, Document, Log, Mixed, and Long Input, confirming the Scanner Runtime flow from RawInput to ScanResult. Evidence traceability, UTF-16-based positions, deterministic ordering, budget control, fail-safe behavior, and runtime logging and metrics were also verified.

Next, the Scanner will undergo final completion verification before development moves on to the Chunk Builder.
