Language switcher UI and Contact menu reorganization

Introduced a site-wide language switcher UI. Unified the Language dropdown with the existing navigation style. Reorganized the Contact menu and migrated Bluesky link management to external JSON. Improved architecture for future multilingual support and easy SNS additions.
